Hi,
please power cycle your washer in order to move forward. If that fails, please switch cycles (ie rotate knob)without starting and then attempt to unlock the lock.
Thank you.
Our GE top-load washer would sometimes quit before the spin cycle. It would make 2 or 3 loud clicks and quit. Other times it worked fine. Problem was with the lid lock. On the lid there is a loop that fits into a slot in the washer top when the lid is closed. That loop is magnetic. Somehow, a small safety pin got magnetically attached to the back side of the loop. Washer works fine with the safety pin removed.
Your question is confusing. A washer doesn’t spin when it washes. It agitates. A washer fill with water, agitate, drain then spin water out. Please reword your question.

Sound like a control board issue or connection issue. Call for service for correct diagnosis. If it is old, consider replacement.
Suck some air out of hose. Needs negative pressure when empty. You can try to fill basin up to max fill level. Disconnect hose to let pressure bleed off. Drain, and you should be set
It is usually caused by worn Clutch Dogs or a fault with the Gearbox. It is a messy job and requires special tools. Call for service.
Or depending on age, buy a new energy efficient front loader. Less water, electricity and detergent.
