After looking through the instructions sheet I can tell you there is on speaker phone feature in the handset but you buy an optional headset unit that plugs to the side of the handset to make the system hands free. Most likely cause is power supply has shorted functions possibly due to overcharging or power surge I suggest openin up one of the handsets to look for burns on board or loose connections also if there is moisture or metal shavings

It looks like your 29382 1a is actually 2-9382, and you can find the manual for that at this link: http://www.manualslib.com/products/Ge-2-9382-222294.html They also have links for many other phones and you can download them (or just view them) as PDF's free of charge.

My bet will be to open it up and clean it with a alcohol solution ..most probably something spilled on it.
