Dell e176fpm can't enter setup
As you probably know, these settings are made in the monitor setup, not through the computer. Monitor settings vary a lot, so it would be hard to even give a generic answer, but for sure you have several buttons either on the bottom or side of your monitor. Keep trying to push any of these (Left to Right or Top to Bottom) (except the on/off button) until you get a setup popup screen. On some models it jumps right up, on others you may have to hold in for a second or so. Then the next menu is from one of the other buttons. Usually there will be two buttons for + and - for adjustment and also for one screen to the next.

Are hp laptop and dell monitor compatible?
Without knowing the model numbers of both it could be impossible BUT if you have a connection on the computer that you can hook the monitor to, the F4 key is the one that switches from the laptop screen to the external one. Hold down the key that says Fn and while holding press the F4 key above the number keys on the top row at the keyboard. You should get some activity on the monitor.
I have this GREEN LINE vertically on my DELL LCD MONITOR E176FP 17

Does it look anything like this? I'm no computer guy at all, but I had that issue with my Dell laptop and the line disappeared completely. How? After watching that bright green line getting Ionger and longer every day I stopped using my laptop for one whole week due to the holidays. After that first week I turned it on to check some random file and to my surprise, the line was a lot smaller and disperse. I had this 2 week long trip the following week so I decided leaving my laptop at home to see if the line kept getting smaller. When I got home from my trip I turned on my laptop hoping the line were actually reduced, and it was completely gone, completely and absolutely gone. I would recommend you to stop using your lptop for 3 weeks or so. Good luck
