LCD problems
Try turning the brightness all the way up to 100. That seemed to solve the problem for now. I believe neilneves is right that the power inverter is not supplying enough power, but in my case at least, by increasing the brightness the LCD is now receiving enough power to not flicker.

Try booting into safe mode and lower the resolution

LCD Monitor needs repair
I used to repair LCD monitor from
Dell. It works for me. You might be using these following steps to examine what is the problem of your LCD monitor. After you turned PC on and monitor stopped working or
went black, you have to check that if you can see the image on the screen or not
by shining a flashlight into the screen, not directly but find the best angle
to the screen and take a look very closely. If you can see the icons or any
image (Start menu), there will be a minor problem. This is because of CCFL
lamps inside screen. Some of them were broken and it is very easy to replace. You don't need to do anything with the inverter board in this case.
If you cannot see anything on the screen, there'll be some problems with
inverter board. Hope this help!! If anything I can
help you with, feel free to let me know.
Thank you,

Try checking inside the computer for loose wiring near where the power supply box plugs into the motherboard, make sure that you turn the computer off and remove it from the outlet before opening it. While the computer is open, check all of the leads going into the motherboard are pushed in gently but firmly. Remove the RAM clean it with a soft paintbrush and then return them to there slots ensuring that they are seated correctly. Do the same with the graphics card and sound card if you have them in PCI slots or AGP slot returning them correctly into thier slots.
Put everything back together and before powering back on make sure that the power leads going into your PC and into your monitor have not been damaged in any way. Reboot your computer and try again. If you still get a shock or your computer does not boot properly then you may need to change the power supply box.
I hope this helps
Power on/off
Hi,
Try using another outlet.
Does your AC power cord have any indicator lights which is why you know the power cable works fine?
Base on your assessment, I would say the power supply board on the monitor needs to be replaced.
Thanks,
Mike H.

Hi,
You to change the setting of your monitor that is found at the bottom of your monitor some near the power button (of your monitor when you turn on the monitor) it is a push botton where you can change the width, height, etc. not on the resolution or any program found in your computer.
Thanks
