Flashing Monitor
Substitute monitor to find out. I doubt it is a hard drive problem. It could be a video card problem. Borrow a monitor or get an old CRT one (available for almost nothing now) We pay to have then removed or desposed of in our city. If the substitute monitor does nto do it then it is the monitor going bad, as you say. If the substitute one als flashes I woud go for the video card. If video card happens to be an

How to disable theft mode on monitor philips? 276E 4K
The theft deterrence option is available from the SmartControl software that runs on a Windows PC connected to the 276E monitor. See
https://www.usa.philips.com/c-p/276E8VJSB_27/4k-ultra-hd-lcd-monitor/support . Scroll down to the Software & drivers section. Then unzip the file to install it.
Inside the software, the theft deterrence item is under the Options section of the menu. Since a PIN is needed to enable or disable the "feature". It seems unlikely to be enabled accidentally. Did someone else use the monitor for a while? Are you using a different computer with the Philips 276E?
