Screen is whitish and its
The Cathode Ray Tube (CRT) can develope a short circuit in the neck area of the tube that will cause this. I suggest that you remove the plastic cover of the monitor, and tap on the neck of the cathode ray tube with the plastic handle side of a screw driver. Be careful while the cover is off of the monitor not to touch any wires or the high voltage wire that connects to the side of the tube. There is very high voltage used to operate the CRT and it will zap you!!

the control pots or resistors usually go out on a crt over a period of time and have to be replaced This is very expensive. Also with the pots the capacitors in line with the resistors have to be replaced. Then there are the regulator components such as a LM317 which regulates the voltage to the circuit to keep it at constant voltage for the pots to adjust.

Green screen
From your lines... 'Tapping the side of the monitor' Reminds me cracked solder joints. You need to check for this.
First open the Chassis and narrow down the area of the circuit board where exactly applying force makes the monitor fine and in that area of board / around that area look for cracked solders. Definitely this will help you.
Monitor is blank but green light is on
if you disconnect the data cable while the monitor is on, you should get a red and cyan message telling you to check the cable, that assures you that the problem does not coming from the monitor, instead check th video card.

just check the power cable from the monitor is connected properly or not try reconnecting it...
may be there is some loose contact in power cable............
check the cable which connects the cpu from the monitor is connected properly check whether is there any loose contact try reconnecting it...........
if problem persists then there is a problem with operating system try reinstalling it....

Although it's difficult to pinpoint which solder point(s) are the cause of a problem of this nature, the use of a magnifying glass will help you determine which solder point(s) look "irregular" compared to the other ones. Look for cracks or pits across the solder point and re-solder once found. Sometimes a hairline of solder is shorting out two points and again is might not be possible possible to see without magnification. If you don't notice any irregular solder points, a component could be causing the problem (like a very dirty/oxidized potentiometer or a cracked discrete / SMD). Let me know if this helps.

if you can find the service tag the product ID # is what matters most
this code includes (real model, version , options and country sold)
see this, older PCs by them had this.
