Monitor just quits,
you posted to a wrong place, to an empty stop, its not a response post at all. but....
old old VS19 , with CCFL inside, (oops)
the OSD is dead, proving the monitor is dead.
the CCFL laps are bad or the board is a bad.
not all boards (PCB) fail for caps, unless,made in the bad china cap era....
i buy my caps at Mouser ,x10 better quality btw.
there is more to this board than just a cap

best place to look is get a used board from Ebay.
HP does not sell this board now, its LEGACY.
nor do they sell or offer schematics (lacking that very hard to fix)
those 2 black rectangles below are the CCFL high voltage generators. ether can fail. and CCFL is dead.
use a flash light to the screen yet , while pushing the Menu key there
for the OSD display to show up???? if it does then the CCFL parts
are bad. dead backlight.

LCD circa 2004 (old)what is your question,1: is it bad, sure it,is, if it fails on 2 PCs, and cable is ok.2: if it fails its own OSD tests its bad.of has OSD lock the free manual tells you how to UNLOCK this feature. (the hold button trick)3: how to fix it.? asking how to fix a LCD here?the parts for it , inside might be found on ebay, this old.pigs in a poke sack....there is no schematic for it, google it ?black to gray is my only clue here. if the OSD is dead the black lamp is bad, or its inverterif the back lamp is ok, then the LCD power is bad or it's logic bad or lack of power. (DC rails)

The problem is in the power supply inverter board, 1 or 2 capacitors near the regulator transistor often develope a slight bulge on top of the caps, a common problem.

More likely to have power supply problem, that will be the first place to check.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Connect the monitor to any computer having windows operating system. Load to the BIOS screen, if the display comes up, the monitor is ok, the software or the driver software for the monitor has been corrupted, else if no display comes up, the monitor has gone bad.

It sounds like the Circuitry on the display is damage or cracked. I think the only solution as a perminent fix is to replace your monitor as this will only get worse. It does not sound like a back light of FL converter problem. Maybe try borrowing new leads off a friend and connect your monitor up with those to see if problem is fixed but i doubt it. Also check the pins on the lead to see if they look right.

The best way to solve this problem is to Boot windows with a reduced resolution of 800x600.
To do this, If you turn the PC off without properly shutting it down the option should be available if you press F8 when windows states "Your computer was not shut down properly"
Otherwise keep tapping F8 from the time you press the power on button and the boot options should appear.
Then select the option "Boot windows with reduced resolution quality "800x600"
Once windows boots up go to the Display properties by right clicking on the desktop and selecting display.
You should be presented with a window which customizes your desktop and allows you to change display resolutions. Open the window which allows you to change resolution and select the advanced option. Then you should be presented with another window which is the display driver properties. In this window select the monitor tab and make sure the box which say's "hide modes which this monitor can not display" is Ticked and this should solve your problem no matter which resolution you chose.
