Can i connect a hub
Yes, you can connect a hub to a switch with as many devices as the hub has ports for. You will have a bottleneck at the port the hub links to the switch but if the demands are low then you probably won't notice any significant degradation of speed. Move your printers on to the hub ports to free up switch ports for PCs, servers and router connection.

We have network collision very often, consecuently
Network collisions happen all the time (lots of data, small pipeline) and are not a major problem. The router requests a resend on data expected but not received. Personally, I tend to ignore the "collision" indicator. All the data manages to get through anyway, in a matter of milliseconds delay.

3com 8 port hub not connecting to 2nd pc
Be sure that when you say its a hub that is indeed a layer 1 device which is just passing the signal and data along to all ports. Be sure to check the cable on the second device. At this point it must a straight cable you use to connect the PCs to the Hub. PCs transmit on pins 1 & 2 and Receive on 3 & 6. Hubs are the opposite. So a crossover will not work. You need PC pin 1 & 2 Tx to Hub Pin 1 & 2 Rx and over to PC pin 3 & 6 Rx to Hub pin 3 and 6 Tx. Tx = transmit and Rx = Receive. Also assign an IP address on each machine that is in the same subnet as each other. Such as PC1 192.168.1.100 mask 255.255.255.0 and PC2 IP address as 192.168.1.101 Subnet Mask 255.255.255.0 This way the 192.168.1 is the same for 8 PCs and the only change is the last number (octet). Also keep the speeds at either 10/100/1000 what ever the product is rated for but always keep the duplex half. Half is good because on a layer 1 hub, everyone is broadcasting at the same time. So you have to have half of all the ports listening at all times.
I hope this helps. My advice is to buy a layer 2 switch.

I have AVI Video and it only plays sound
Ok it is may be do you to system is old needs up to date , so that the video may not have downloaded completely from the source web portal. The media player present in your handset is outdated.

I don't know anything about these units, nor do I have time to source any docs for you, but maybe you can try connecting a PC directly to the port your patch panel is connecting the the switch from, you can at least see if that port is working.
My next and only other suggestion is to invest in a "LAN cable tester". In my area, you can find cheap ones for U$20.
The tester will allow you to check connectivity between any two ports, and allows you to test both patch links and individual CAT5/6 cables.
