All the clothes in my dryer dry at a normal time,
Remove the vent duct at the back and clean out all of the lint. Next, find the air inlet to the heater elements and make sure there is no lint accumulated there. Inspect the back of the drum (inside) for any plastic debris (something left in a pocket?) that might have melted and stuck on there. Last resort: remove the dryer cabinet and drum, and inspect the heater and its wiring. If the insulation on the wires appears burned or is broken off, cut off the damaged part of the wiring and replace its terminals, then polish the heater terminals before reattaching the wires (a tarnished connection will cause the wire to overheat). Clean out the heater if necessary, but be careful not to stress the heater element. Used heater wire is brittle and cracks or breaks easily.
My dryer only damp dries. Cannot dry towels.

It normally takes about 45 minutes for a dryer to dry a full load. If your dryer is taking more than an hour, check these.
Vent
Frequently
there's an obstruction in the vent duct from the dryer to the outside
of the house. For the dryer to heat properly, the duct must be clean and
clear of lint or any other substance.
Heating element
Your
dryer's heating element may be partially burned out. If it is, your
dryer still heats, but at such a low temperature that it takes three or
four times as long to dry the clothes. If the element is partially
burned out, replace it. To determine if the heating element is burned
out, watch the part testing video at the bottom of this page.
Internal ductwork
Your
dryer has some internal ductwork. If it gets clogged, your dryer can't
dry properly. In most dryers, to get to the internal ductwork to clear
the clog, you have to substantially disassemble the dryer. A quick way
to check for internal clogs is to remove the lint filter and use a
flashlight to inspect the inside of the duct. If it looks clogged and
you can't clear it using your vacuum, contact a qualified appliance
repair technician.
Cycling thermostat
Although
this isn't a common problem, one of the thermostats that controls the
temperature in your dryer may break and cause the dryer to heat poorly.
If so, you need to replace it. The thermostat is usually a small, round,
black device mounted to an oblong steel plate. The plate is mounted to
the internal ductwork with two screws.

Dryer drys great. is leaving black marks on
Are the black marks a result of an ink stain in the drum or is the black marks coming for the dryer seal?
If they are coming from an ink stain then alcohol or hair spray with paper towels will normally get them off the drum.
If the black marks are coming from the seal, that means that the seal is not positioned correctly and would require that the dryer be disassebled and a new seal be installed.

I'll start by saying your post indicates it is a Maytag dryer " it wont start ", however if you verify the complete model number and perhaps elaborate on the symptoms, i.e. humming, no sound at all, quit mid cycle, what steps you've taken etc.
I can then speak directly about possible remedies instead of generalizing. There are many possible scenarios as I hope you can appreciate so I'll need to clarify the model number before detailing much of course.

Drum has loose sounding rattle
this is a maytag and it comes apart by taking out the screws in the front at the bottom.Not under the unit but there is probably a bit of a lip or a ledge and it has the screws at the bottom of it.Once you get it open you will prob ably find that one of the wheels is worn out that the drum runs on and needs replacing.
Make sure to get the make and model numbers so that they will be able to give you the right wheel. It is a go od idea to replace all the wheels (3 or 4) because the older ones will wear much faster once you replace just the one so save yourself the aggrivation and spend a couple more bucks to do the whole set and they will be good for years to come.
