I have a Maytag A/C
Why should I tell you how I fixed the problem for free if you can't even tell me how to solve this problem for free. I just wanted to know what the error code meant and if it can be fixed or is the unit junk.

What you are hearing is the contactor clicking...trying to turn on the compressor...
Check for 220v power across the 2 poles of the contactor on the incoming side and then check the out going side if you have power...thinking that there is no power to the unit..

The conpressor runs allthe time
Do you have the Tstat set to low? are you trying to cool to big of a room? Is it relly blowing out cold air? You might want to shut it down for an hour or so and let it deice. Or it low on charge? have you serviced the filter latley ? My bet is the filter is dirty. and you cooling to big a room and its iced up so shut it down and see if after anout one or two hours you trun it back ona dn get more air flow.. close off unused rooms and place floor fans a round

I have seen this before, and my fix was to simply clean the coil, it may not appear to be dirty but the surface tension of the water on the coil is the problem, use something like 409 and let it soak in a bit then rinse it off.
The air vent keeps coming
There's 4 things that could cause the problem:
1. The hose clamps are loose.
2. The duct hose(s) is over stretched.
3. The duct hose(s) is under stretched and water/humidity is accumulating in the slope of the hose,
creating unnecessary weight.
4. An obstruction in the hose(s) or exterior duct termination, causing back pressure in the hose
If you have any doubts about the proper installation of the hose duct, consult your Owner's Manual.

www.maytag.com I checked though, and Maytag does not recognize the model # of your unit as a valid #. Might want to double check #'s on unit.

I could not find that model number listed, but no matter. It sounds like your drain line is plugged with something and you need to clear the line. What has always worked best for me is a guitar string because it is flexible enough not to damage anything but rigid enough to work on cloggs.

Is this a portable air conditioner? If so then the water needs to be dumped out of the reservoir and normal operation should ensue.
