funny same thing just happened to me and it all seams to be the bottom element of the same ovens around the same year, I bought mine in 99 also, I keep my oven very clean becasue i know the dangers it may cause, I think this is a major problem and it needs to be addressed.

I took out the motherboard, and sent the entire unit to http://www.corecentricsolutions.com/ They were great to deal with - it cost 109.99 + 50 for s&h (I think it was express shipping). A wonderful feature is that the ovens self-clean with the press of a few buttons. Only one oven can be programmed to self-clean at a time. Remove the oven racks. Turn off the oven light and close the door. Press the "Clean" button and then press "Auto Set" to automatically clean the oven for 3 hours. Press the "Auto Set" pad again to set the oven for a 4-hour clean cycle, or press the button one more time for a 2-hour cleaning. The oven locks when in cleaning mode. When the oven is finished cleaning, the word "Cleaned" will be displayed on the control panel, and the oven will remain locked until the oven has cooled, which takes about an hour. To cancel the self-clean cycle, just press the "Cancel" button. Simple!

Turn it off at the circuit breaker and leave it off for a few minutes,sometimes the microprocessor will reset itself. When you turn it back on make sure the safety switch is working ok they usually have a test button on them.

Press the "Clock" button (word "time" should blink), use number pad to type in time using all 4 digits (9:30 = 0930).

Phil. If you do not have voltage at the element, then the Electronic Oven Control ( EOC ) has failed. Part number # 5701M403-60 In order to check for the correct voltage at the element you will need to remove power and pull the range out of its installed location and remove the back panel of the range to gain access to the wiring and element. CAUTION ! I cannot stress this enough ! There are dangerous voltages in this area!! After the panel has been removed, return power to the range,set the lower oven to bake, and check the voltage at the element. You should find 220-240 volts between the element terminals with them connected to the element. If you do not have the proper voltage then you will need to replaced the EOC.
