MY PC STARTED TO SLOW DOWN AFTER I CLEANED IT FROM DUST ?

I don't think your PC has any problem when you cleaned only on the outside. If you opened the PC and changed something with the cooling system, knowingly or unknowingly, it could be the processor is running hot. Look if you can get a tool for your motherboard, with monitoring tools, like CPU temperature main board temp and clock speed. Perhaps the tool can tell you lots about what is going on?

Otherwise, you can use the system recovery disc or a driver downloaded directly from your laptop manufacturer to install the driver without using the Windows Update search feature. Open the CD/DVD-ROM drive and insert the system recovery disc, or place the driver downloaded from the manufacturer in an easily accessed file directory on your PC, such as on the desktop, or in your "My Documents" folder. Choose the option "Install the software automatically (Recommended)" in the "Add a device" application, and press "Next>" to begin searching for your webcam driver. The hardware wizard will search the system recovery disc and install the driver automatically. Press "Finish" to close the wizard and then reboot the computer to allow recognition of the webcam. Choose the option "Install the software manually" in order to browse to the driver location where you saved the driver and install it from there. Use the opened file manager and locate the driver. Click the "Next>" button to install the driver, then reboot the computer to add webcam functionality.

I erase some file

Here is the link to download the driver for your webcam. Click download and choose your operating system and select for 32bit or 64bit and scroll down and click download software then click save to start downloading the driver. After downloading, just double click the driver and install but before installing the driver unplug your webcam first and after installing plug your webcam to detect your webcam and to update your system. Then test your webcam that's all, have a nice day!

Web Cam picture continually goes

Please remove the web cam and uninstall the driver of the web-cam. now reinstall the driver after the PC was restarted and then connect the web-cam to be detected and installed.
if this wont work then the web cam is faulty- a hardware issue.
