If this is the original Psion NetBook (not the Pro) then you are stuck with the OS you have.
I would remove both the OS/RAM DIMM and the extra RAM DIMM if you have it, as well as removing the CF card. Make sure they are all clean and dry. Take the battery off too. You then need to leave the netbook open, with the CF card slot open in an airing cupboard or other warm dry place for 24 hours. Leave the battery in there too.
Once everything appears dry again, put it all back together and it should work. If not, you'll have to send it off for repair. There are still some ex-Psion engineers in the UK doing netbook repairs, have a look on the pdaforums for addresses.

Instead of deleting the PsiWin you should have uninstalled it. And also cleaned the Windows Registry. That would have deleted all traces of PsiWin. Do that and then try again.

The problem is a conflict. You have both devices set up on the same communications port (say com port 3 for example) and they won't run. You have to change the software on the PC to a different port say put the PSsetup software on com port 1 and leave the PDA on 3 (the usb port). You can also try to plug the PDA into a different USB port and that may automatically switch it for you if you have more then one USB... Try switching it first then see what it does

What do you do if you no longer have access to a Psion, but need to access some data from an old Psion backup on your PC? Native Psion files can't be read on a PC, but fortunately, there are some solutions:

• Use the PsiWin PC connectivity suite to convert the Psion-format files to a format that can be read on the PC.
• Download and install the Psion ER5 emulator - this gives you a Psion machine on your PC, and will allow you to access your old data on a PC - See our emulator setup page. From the emulator, you may be able to print or export your data to a text file, or use a third -party Psion converter
• Consider borrowing or buying an old Psion machine, loading the files onto the Psion, then printing the documents or data as a text file
• Find another friendly Psion user that may be able to convert the file into a format that can be read by a PC for you. If you don't know of another user, try asking for help in our Psion forum

Data conversion for the Psion can be quite complicated, due to the file formats used by Psion / Symbian. You should find that the PsiWin program supplied on CD with your Psion machine can help you with most of your conversion needs. If your PC is connected to your Psion, dragging files from "My Psion" to the PC should prompt you to convert to a PC format, otherwise you can convert files that are stored on the PC, using the Psion File Converter. This program is installed with PsiWin and is located in c:\program files\Psion\PsiWin - the application filename is Cpycnv.exe

Have you actually purchased Visio, or are you just trying to get it for free?
As a software guy, I would have to advise against piracy. :)
There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.

If you are in the middle of a contract, then cutting your wages is almost certainly a violation of your employment law rights.
