Step one is to try hooking up your monitor to a different computer. If that does not yield a different result then it is likely going to be a problem with the power circuit in the monitor.

You may also be able to get this fixed at a local TV repair shop, but you best answer, considering the smallish size of that monitor would be to go buy a new one. Many decent LCD monitors can be had for about $100.
