Main system control memory IC fault. This is a very small IC; have 8 solder terminals, and can be located very near to the main system control-chroma IC. Check and replace it. Yes the diffusion problem on your tv is due to the pdp panel aging. What you can try is readjusting the VSCAN voltage, there is a test point marked VSCAN using a DVM you can first check the voltage, should be around -- 190 turn the adjustment counter clockwise this should reduce the voltage, watcthing the picture turn control untill the sparkling pixels stop. That should do it. The panel is starting to age this may occur again until you can't adjust it out meaning a bad panel.

Look for any loose contacts in RC jacks/sockets/Cable. Even if one strand of wire is loose and touching the earth connection of the jack, you might get these sort of problems. Check whether the service provider has any problems beyond 500+ channels. Depending on the frequency, some channels are generally weak.

If locked on tuner or one input unplug the set and or the box if used and let them both try to reboot.Failing there contact (Samsung?) to see if known issue on that model and if there is a software upgrade for this issue.
