Are they any way to restore a 1tb back to 1tb

Fat 32 is the Format style used for several Solid State drives. This is NOT relative to Space on the drive. Space is Related to what we call a Partition. If the entire drive is partitioned to the max., you will not get a total of 100% (1000G) but somewhat less. Insert the USB drive and when you find it in the File Explorer, find the Drive and Rt.Click. Select Format from the listing. Use the Option "Restore Device Defaults".

Detecting but unable to perform any action..

if you have a linux distribution at all (eg Ubuntu, Fedora) or download a linux distro and use a live version (which is smaller than full version and can be ran off a usb so switch your machine to boot to usb once distro is on there) then you should be able to see the hard drive on a linux distro all fine with all files still on there. Also another option is get a virtual box program and open linux from that and access your files in that virtual distro

simply connect usb to the pc computer then click properties >> tools >> check now
and your usb will automatically reformated.

My toshiba 16 gb is not reconized

if you are referring to usb drives or scan disk cards if its a scan disk card it must have device to plug it into (camera ,phone,navigator) if its a usb drive you must plug it into a usb port if you want to use the usb drive click start click on my computer you should see your drive it will be listed as something like G: or H: or if its in a device it might be seen as a mass storage device click start control panel administrative tools computer management device manager scroll down universal serial bus controllers you could see a yellow question/exclamation mark ? ! or a red X you will need to update the driver right click to reinstall drivers if you can see your usb drive but its not working if your computer came with a motherboard disk the drivers could be on it ports(com&lpt)right click update driver if this fails to fix the problem check the USB leads that attach to the motherboard usually red white green black make sure they are securely seated and have no dust build up on them dust will cause static and a lot of unforeseen problems for a computer and its parts hope this helps you
