This is a classic indicator of bad solder connections on the main board, if you are handy with a soldering iron unplug set, remove back and tilt board up to access the printed circuits, resolder all flyback pins and surrounding areas in the high voltage area.

The TV does need a converter box to receive digital off-the-air broadcasts. It's an HD set, but that doesn't mean digital; no digital tuner was built in. You can find the manual here at Toshiba. Hope this helps, and thanks for using Fixya!

The TV's main culprits to be causing this problem are "dynamic contrast" which maybe darkening the backl light in dark scenes an example a night time or a dark scene in a movie. To make the blacks be deeper (as LCD/LED TV are rubbish at blacks) or brighten it on bright scenes to make the light be lighter and once again to make the blacks be deeper so the images pop out. Also "eco lighting" this will dim or brighten the image based on the amount of light in a room in order to be saving energy. Ether way the easy fix is to turn both of these features off. You will get rid of the problem and enjoy more subtler shades of colour that would otherwise be bleached (brightend) or crushed(darkend) out..

Try this. It might work or it might not

1. Open the tray
2. press the following sequence using the number keys: 98790 (this is equivalent to the code 9879 with the zero at the end representing all regions)
3. Press Close Tray - there should be a sign on the TV screen saying something like 'Region set to 0'
4. Turn off the DVD player for 5 seconds
5. Turn on the DVD player.

Use code search on the URC to find something that works. If a search through all codes stored in your One for All fails, try a different URC. All URCs do not contain all possible codes.

The trouble with the video cassette recorder is it is full of rubber components - belts and wheels that don't age well, though it is doubtful that is the only problem.

Capacitors too, often don't age well, especially if the unit could have been subjected to high summer temperatures or freezing winter temperatures but again that probably wouldn't render the machine completely unresponsive.

It should be possible to remove the top cover of a front loader and turn the mechanism by hand to remove the tape but putting it back into working order should be left to a professional. There is often an internal fuse and it could be worth checking that...
