Toshiba TVs can make a diagnostic bleep bleep, but a prolonged whining noise may be caused by a faulty component.
For example, when problem is the lamp you get the three lights with lamp light on , and a warning beeps with the TV going on standby.
If you are continuously loosing picture, the fault can be PSU, ballast board or Convergence board.
High pitched squealing noise may had been caused by a melting capacitor or component in one of this parts.
PSU is the power board attached to power cord.
Ballast board is the high voltage board powering the lamp.
Convergence board is regulating convergence through power amp ICs.
This parts must be tested by a technician.
All you can do as a user is leaving TV disconnected from power overnight. This will fix minor problems if there is no real fault, I do not think it will work in your case.
The best option is calling Toshiba at the number listed on owners manual to see if they can offer an extended repair plan, or to see what they may charge for repair.
The issue is not the lamp. When it is the lamp , TV stays off with lamp warning on, in the best case the problem is the lamp power board.
