First you should remove the end tip of the steam hose and try to clean the steam holes with a pin. The steam should come frealy withou the end tip. If not then you shoul desasemble the steam tap , clean it and put it back together. The problem is only caused by dry milk or milk with chocolate. Even if you manage to have some steam then the problem can be solve by using the steamer warming just water in a glass and leave it all nigh long inside the boiling water in glass this will meld the dirt and will gos away.

There is a low water sensor tube in the water tank. Pull it out and leave it out for 30 seconds, then lower the bell back into the water tank. If the bell gets water inside the it looses the aire pressure to activate the sensor. There should be only air in the bell and hose.

I am not sure if you have a plumbed model or the one with the tank, however, I will give advice for both.
If machine is plumbed, make sure water is turned on then remove the top panel on the boiler is a reset switch (it is on the side of some models), its a red push in switch.
If using a tank, fill then press reset and turn machine on.
