The problem is most likely that there is still water residue at the bottom of your machine. If the machine is not fully drained it picks up some of the residue and sprays that onto the dishes during the final rinse, leaving an unhealthy and unsightly film on everything.
Remove the bottom strainers and make sure that there is nothing obstructing the outlet pipe and the pump. If possible back flush through the outlet pipe and try draining the machine again before using it again.

Display Condition LE = Motor Error
Possible Cause For Error Occurrence:
Wiring connection is OK?
The Impeller of Washing Pump is locked.
The rotor of Washing Motor is locked.
The Blade is locked.
Remedy:
Check the wiring connection.
Replace the cause of restriction.
Replace the Washing Motor.
Replace the PCB.
Try the following steps:
Unplug the washing machine if you see an LE error on the two-digit display electronic readout. This error indicates a miscommunication between the control panel and wash motor.
Press and hold the "Start/Pause" button on the front panel for five seconds.
Plug the LG dishwasher back in.
Run a cycle. The LE code will clear.

I'm thinking like you're thinking, that it's something affecting the water pressure, but you've done everything in the upper section, so the problem must be from below, unless you have a leak somewhere you haven't noticed and are losing pressure because of that, or a faulty clamp maybe. Also, maybe obstruction, but that seems unlikely unless your water is high alkaline content, etc. Maybe see if any neighbors have had any similar problems, that would verify the water pressure question, hopefully. All I can suggest without seeing it, sorry.
