Hello, if the motor starts by pushing it by hand with power applied then The capacitor is shot and needs to be replaced. However, if it does not then the motor is bad electrically and must be replaced.

It's a 48,000 BTU AC - so 48,000 divided by 12000 = 4 tons
Note: 12000 BTU = 1 ton of air conditioning

Usually that means that the unit is low in charge but other things like a plugged filter, bad blower, or orfice, exspansion valve problems can also cause that...

Well it appears you have a 4ton unit, I would try Goodman online to see if they can match it up to
your Weather King indoor coil so you don`t have to change that, although you should change both

At the thermostat to the fan to the on position. If air
stilld does not come out, find the blower motor compartment and see if you can see the motor running or if a belt has come off. Check the refrigerant
lines make sure they are not iced up, if they are your
coil is probably iced over. Check to make sure your filter is clean

Check it by arcing it to ground. Replace it with a universal control if bad. Honeywell makes one that will work, check out specs on the S8610U module.

Buy a small piece of chicken wire.
One additional piece of PVC pipe, and a coupling.

Cut the chicken wire the exact size of the outside diamiter of the pipe, place it on the end of the pipe and install the coupling over it.

The chicken wire "screen" will be help in place by the pipe wall, the internal ring on the coupling, and the PVC glue. Cut the pipe to the length you need and install it on the intake pipe outside the wall.

better replace a whole unit,than you have guarantee on whole unit not just on compressor.
And your unit is old 8 years,replace it and you have a new.
It is also my suggestion.

it is either low on freon or the airflow is blocked. check your filter first. then see if the coil is dirty. saying it needs a new coil because it is freezing is an expensive guess unless he did a freon leak test.

call the company that installed the unit first. if they wont pony up any reputable hvac service company can honor the warranty. the manufacturer will give him a free compressor and you will have to pay him labor to install it.

check the capacitor outside, if that doesnt work let me know. 

you need to have whole ac serviced do everthing at once so it works right
