Check the location of the thermostat sensing tubing. It should be in the middle of the fins on the evaporator. It must be clipped to the fins tightly to sense temperature. If it has developed a leak, then the only fix is to replace it.

Halo Inside of the unit you will find (see attatchment) a feeler bulb witch will be faulty. You might only find 1 feeler bulb witch will be highly rare most of them has two, one for heating and one for cooling. Now what happens is on the evaporater where it will be located is if on heating the fan does not start until the bulb picks up that the evaporator is warm enough same goes for cooling, only defrence is that it starts the fan when the evaporator is cold enough. Unit is not draining properly and only works when there is no condensate in the pan. The latter could have a clogged drain hole - check for that and clear if applicable.

From what I can see of it, the casters are a standard sort of design. Large hardware stores sell a range of these, and I'd start by taking off another caster for a match, and having a look in Home Depot or similar (I am assuming you are in the USA).
