Almost impossible for someone out here at the other side of the internet to say when we can't see or test anything. All I can suggest is before you press start the light on top row should be blinking. Now when you press start do you get a beep and the light stops blinking and stays steady? If it does then the most likely problem will be a faulty lid switch. Apart from that I suggest you get a service person out who can look & test for you.

the top ring you describled has small drain holes in it to prevent this check to make sure all of them are not blocked
Fault code 130
130. (10000010) Single Rotor Position Sensor Error
The Motor Control Module has found an error in the pattern received from the Rotor Position Sensor.
Likely causes of this fault are a bad connection on the harness between the Rotor Position Sensor and the Motor Control Module,
or a faulty Rotor Position Sensor.
Primary Source: Wiring.
Action: Check for corrosion on the RAST connector of the Rotor Position Sensor and the Motor Control Module connector.
Secondary Source: Rotor Position Sensor.
Action: Check the Rotor Position Sensor with an R.P.S. tester. Replace if faulty.
Tertiary Source: Motor Control Module.
Action: Replace Motor Control Module.
Quaternary Source: Rotor
Action: Ensure the correct rotor for this phase of machine has been fitted.
The machine stops at wash cycle every minute or so
Firstly, the model 708 is way more than 9 years old. More like 18 - 19 years old. There is 2 types of errors on a smartdrive. One is signalled by a single beep every second & the top row of lights will change. The 2nd is a rippling musical sound (like when you turn the power on at the wall) and some lights will be blinking. You need to tell us what sound it is and which lights are blinking or which of the top row lights are on (exactly, count from the right to left and which number is on & which is off) There is no such thing as a reset to do. Once I know the fault I can advise you what to do about it.
Do "we" have a reset button?
get the technician back as it appears to be a program board fault --again--
This brand is not entirely reliable and went broke and was bought out by the HAIGER company who make s fridges and washing machines
