Brush will not turn and lights will not light
the problm is under the top cover of the base,there are some screws on the botton also remove the self adhiesive emblem on the top and remove the screw then the top will come off.ithink what you will find is a burnt circuit board that sets right above the motor
My savvy has lost suction. I checked for blockage
facing the back you will see 2 chanels one on the left where the hose comes out and one on the right that entends down into the base.start with the one on the left,its shaped like a j..there are 10 screws take those out and clean the chanel.be careful of the thin rubber seals around the outewr edge of the chanel that you take off.next is the chanel on the right,it starts where the hose sets in when not using it.there are seven screws.be sure to fold the vacuum open and lay flat on the floor.those seven screws will seperate the upright from the base.clean that out.when you take that off you will see a long slot going across ,that is your main suction intake.also be careful of the thin rubber seal around the outer edge.if there is a blockage it will be in one of those two places.please leave feedback

Hoover savvys have two very common problems that cause this. The first and most obvious is the belt that you checked already. Many times the belt is tight but those particular belts have teeth and should you lose any teeth on the brushroller OR the belt it can cause this.
The other problem this is a symptom of is a bad switch in the handle. It sounds odd but the switch assy in these machines controls 2 motors, one that causes vacuum another that causes the belt to turn! Often time that switch assembly is bad and the smaller motor that drives the belt does not run when the handle is in a certain position. This causes your brush to stop but since the louder bigger vaccum motor is still operating you never hear the small one quit. I would run this again and listen for a difference in sound. In this case you will buy a replacement circut board that is installed in the handle (i usually replace the entire handle assy, the small extra cost is worth the dependability as nobody can seem to determine for sure what makes them go bad)
You can get the parts from any hoover service center, use their dealer locator to find the nearest one. Be sure to take the old parts in and compare when buying new, hoover makes running changes to their product so 2 machines with the same model number can be different.
Aside from a stray bad or pinched wire you're more than surely dealing with one of those two items. I'd focus on the first paragraph as that is by far most common and least expensive.

Hoover Savvy Belt
put the belt over the brush roller first then put the brush roller on then you can start one side of the belt on the motor shaft and turn it will make its way onto the gear on the motor
Belt change on savvy upright
Take off the bottom plate, also remove the screwsfrom the bottom to remove the top cover, also there is a screw under the Hoover emblem on the top cover, with these removed you can get to to brush roll and belt.
