Avanti compact Refrigerator NOT COOLING
I had this same problem. I did some troubleshooting and figured out that the fan was being bogged down by ice. It wouldn't spin because the ice was so heavy. I turned the power off completely and let the ice melt. Once the ice was removed from the fan, the fridge began working again!
Not cooling at all.
If it is worth it you should have a refrigiration tech look at it.
It could be out of Freon, or the compressor may not be operating.

Peltier devices although not that efficient are known to be reliable. On your described problem, possibilities are:
- thermoelectric (Peltier) module(s) (most likely) - the active cooling elements. Most design have several sub-modules connected in series to form an array. Failure of one in between will fail the entire module;
- controller board (likely) - or more specifically the section that regulates/control supplied power to the Peltier modules;
- sensor (least likely) - most designs would have a sensor for the hotside forced ventilation system. If the external ventialtion (fan) fails, then the controller board would prevent supply of voltage to the modules;
- connectors (a possibility) - other than the Peltier effect, it is possible to have electrolysis on the terminals/connectors which would cause corrosion. Check and clean all connectors to expose fresh metal, ensure tightness and positive contact.
An easy check is to test for the presence / absence of voltage to the module(s). If voltage could be found, then it would be the Peltier module(s) that have failed. Absence of supply voltage would indicate the controller board to be possibly faulty. To confirm, determine if there is power supplied to the controller board but none is in turn supplied to the Peltier modules. Absence of power going into the controller board would indicate a power supply problem.

The fan was a making
The fan motor had gone bad. Take it out and match it up with one at your local appliance parts store.
Refrigerator is not cooling properly.
The issue could be the cold control, timer, wiring, or the compressor.
The temp control has to be closed for voltage to get to the timer. The timer then calls for the fans and compressor to run. The timer could have stalled after a defrost cycle or the cold control could not be sending voltage to the timer.
Fan started making noise
I have one of these, and every so often, the fan would start making a loud clicking noise. I discovered that if I shut the fridge off for a while and left the door open to defrost it, it'd work fine again for a while before the noise came back. Apparently, some ice was building up between the metal heat-sink and the fan, causing the fan blades to scrape against the ice/frost build-up and make the "tick, tick tick" noise.
There is no compressor in the Avanti EC15W-2 mini fridge. It uses a simple Peltier junction device to transfer heat from the inside of the fridge to the outside/rear of the unit. So it should never get very loud at all, unless one of the two fans in it is acting up in some way.

I think the circuit board is nothing more than a power supply converting the 120 volts ac to dc. If that goes then there is no way for the solid state device to cool,
Is there dust under the back cover? Is there frost/ice build up in the fridge fan compartment. I suggest to unplug for a day and try again. Hope this helps.

Power supply: Check if the wine fridge is receiving power from the mains supply. If it's not, there might be a major issue with the mains power or the PSU circuit board in the product that'll likely need replacing if it's faulty.
Condenser fan: The condenser fan is designed to cool the condenser and condenser coil within the Avanti wine cooler. If it doesn't function, the condenser and coil can overheat - causing the internal area of the wine fridge to heat up too. Take a look at the rear of the unit and make sure the condenser fan is spinning freely and not blocked (by dust / dirt) or making excessive noise due debris or a blockage.
Thermostat: If the Avanti wine fridge thermostat is working correctly, it's responsible for making the condenser, evaporator, fan, and compressor work - so it's super important! The thermostat also allows you to control and adjust the temperature of the wine cooler so if the reading on thermostat is inaccurate (or flat out wrong) the wine cooler temperature will likely be inaccurate too.

I have an Avanti BCA280 that won't cool.
The most likely reason for commercial coolers and fridges not cooling is a low gas state. Did you get your gauges out and check the high and low side pressures before you started swapping parts out?
