Hello Alienware,Could be a few things.... such as the micro-fuses that have gone on the MB....But what I dont understand is this:...."Then I disconnect the 4-pin cable that goes from the Power Supply to the
motherboard near the CPU and the pc turns on fine"How????You have just disconnected the cable from the PSU to the motherboard....it CANT turn on! LOL.Do you mean that the lights turn on?Or you hear the HD spin up (if you left it connected to the MB that is)? Please advise so I can help you more.
Ok i have a Biostar P4M80-M4 Motherboard and i can
Disconnect the hard disk and reboot - wait for its absence to be detected then shut down the pc , reboot and go into the BIOS and make sure the AGP is enabled. Shut down the pc again, insert the new video card, connect the monitor to it then start the pc and go into the BIOS - now you should be able to disable the onboard one.
Connect the hard disk and you're good to go.

To get USB 2.0 support for VIA Chipset Mainboard
1. For
Win 98 OS, you have to install "
VIA chipset USB 2.0 driver"
2. For
WinXP OS you must install, at least
Service Pack 1, (recommended you install the lastest Service Pack 3) to to get USB 2.0 support.
3. Install the
VIA Chipset drivers for your Mainboard ie "
VIA Hyperion 4-in-1 driver v5.12A".
Hope it helps.
I have got win vista
For problem #1 you need to be sure you have the proper codec installed for playing the movie..you can obtain codecs from the internet...also...do you know how much memory is installed on the video card..you may need more...the more video ram you have..the better the picture and the way it is buffered..as for problem #2, you can go to the manufacturer's website for the make of soundcard you have...or you can check for it at microsoft.com....as far as an agp card...go to the biostar website to see what they recommend...you can download the user manual here for the motherboard also..which can be very helpful in setting up the m-board

I would actually try checking your system components are installed in the right way.
then, I would take the battery off and put it back the next day.
then,i would replace the cpu.
However, socket 478 motherboards are Very Cheap nowadays so i wouldnt lose sleep over it..
However, you should keep trying and maybe it'll fire up someday... someday..
Good Luck and I hope this helps!
