Just sounds like the monitor cable is loose or bad or the input mode on the monitor is set wrong - set it to auto or step through the modes.

You need to set your PC video resolution to the monitor native resolution. Please read below.

The PC is sending out the resolution that is too high for the monitor to handle, you need to set the resolution of the PC to be the native resolution of the monitor and set the refesh rate to be at 60Hz.

Page 5 in your users manual : 6 settings you have 45 seconds to push exit button to save. I have had times that when changing computers that I have had to disconnect the video cable, power down the monitor and computer, power up the monitor with nothing connected to re-set it, power everything down, reconnect monitor, and restart the system. Most times the H191W will detect everything If you need a manual

Are you running DVI or AGV? Try swapping from one to the other if it possible.
Is it a possible resolution notifier? My old LCD did that just to tell me what is what. Annoying as hell but I couldn't turn it off.
I can suggest turning the resolution down a level. See what happens there. Or possibly the refresh rate.

Try to see if you got a button that is sticking.. 9 times out of 10 that is the solution but if not you might have a bad controller board in the monitor itself that may need to be replaced..
