without knowing that brand of unit as i don't think they are sold in Australia, I think that the system will have lost its' gas charge. If you remove the small nut cap where the gas pipes enter the outside unit and depress the Schroeder valve, and you have little or no pressure released, then you have a leak on the system.

You can use it but be prepared to replace it every year or two. These portable units are not designed to have a 100% duty cycle. The first thing to go is usually the fan. The power requirements will need to be a dedicated 120 VAC 20 amp service. These things run at about 12-13 amps on high, so a dedicated service would be best
