You might have to call Google to have it unlocked but the other option is to wipe the tablet clean of all it's data and install a custome ROM by unlocking the boot loader.

This depends on what format they are in (epub, mobi, pdf, html, txt or a range of others) You may need a special reader for that format. I use a library organizer calibre which contains a converter and a viewer which supposedly allows you to convert books between different formats and to read book in a variety of different formats. You must add the book to calibre to be able to read it. It's free. I have a kindle but that only reads mobi formats, and reading epub books atm so calibre works well for that.
