Water will not drain out of dishwasher
trace it back along the outlet pipe and you will find on the pump a unscrewable plug be carefull as you are going to get a few litres of water over the floor
Won't start
It sounds like you have a food blockage or some blockage between where the water fills up and where it goes into the pump you need to take out the water wand (the rotating thing with water coming out) only the bottom one. You need to unscrew the water wand and make sure nothing is blocking in there.
If not then check your filter which should be next to the water wand remove it and then clean it and make sure nothing in in there to block water getting through.

Dishwasher will not drain water out
if plumbed in under the sink, check the spigot the drain hose goes to is not blocked - a common problem.
if on drain you should be able to hear the drain pump working. if you hear a faint humming noise instead, then there is probably a foreign object stuck in pump.
also check for blockage in the drain hose
Cycle doesn't finish
Its the timer you need a new one they arent hard to get just ring up your local apliance man and tell him (or her) you model number and brand and he will order it and fit it for you
NO WATER
if an older machine, suspect the wiring loom where it turns at the bottom of the door. take outer door panel off and carefully examine the loom and pull each wire to make sure it is intact
