My heater comes on but it will not fire the glow
Usually, this type of problem can be related to ( I hate to say this) many things with these heaters. But, the primary ones in no specific order: Obstruction in the nozzle, Pump pressure needs adjustment, ignition control assembly is failing.
To help you Troubleshoot it even further, I am providing a link to the Owners Manual of your heater (just in case you have misplaced yours) that has a thorough Troubleshooting Guide and how to solve the problem(s).

I take it you are talking about the air blower rotor?
YES--(Normally) It should have all four slots filled with sliding vanes.
Question are you getting enough air for combustion?
Does the blower motor have any trouble turning the rotor with only 2 veins in it?
I would think the blower would be leaking alot thru the empty slots, too

I have a 115000 heater
sounds like the motor start capacitor is bad causing the unit to stall and pop the internal circuit breaker...you will need to remove the cover and look for the silver can looking component that connects to the motor...you will then need to get a motor start capacitor to repair the problem ..these usually cost about 6-15 dollars at most appliance parts stores...or you can try a place like

Sounds like there might be some water in the fuel?
Take a strong flashlight, and shine it into the tank-- does it look dirty?-- can you see water on the bottom? Try draining and cleaning the tank, and make sure the suction filter is clean-- and in tact.
And yo are using kerosene-- not diesel fuel, right?

Make sure the all the fins (4 of them) are in the right way. I think they are longer on one side than the other. You may need to remove the black rotor and make sure the plastic insert isn't broken and check for build up on the plate behind it and the plate that you have already removed. Do not loosen the metal ring around it unless you have some feeler guages to reset the gap between the ring and the black rotor. The only thing that holds the black rotor on the shaft is the plastic insert. There also isn't very much clearance between the black rotor and the plates that is sandwiched between so it doesn't take much build up on either surface to cause a problem. One more thing, do you have the foam input filter air installed. Without it, the compressor will **** in dust, dirt or what have you and that will cause buildup around the rotor. It will also cause the rotor to break if it gets tight enough.
Heater cuts off after a couple minutes run time
This is a common problem with kerosene heaters. Start from scratch if you haven't done so. Drain the fuel if it is old. Change or clean the fuel & air filters. Wash out tank with fresh fuel. Fill with fresh fuel. Check to see if your ignitor is working properly & then test again. Good luck.
