If it fills with water it is probably not the door lock suggesting a fault with the programmer or motor. If you are getting a voltage to the motor and it is not turning, the motor is likely to be your fault.
Motors can be replaced or new brushes may be all that you need but you are likely to have to take the motor out to check it as they are not usually easy to get to. Brushes are relatively cheap (£5 - £10) but can be difficult to find and a new motor probably around £50.
If you are able to tackle the repair yourself is worthwhile trying the brushes (but be prepared for the repair to take several days to get the parts unless you have a local repair shop around the corner that carries parts). A problem with the windings of the motor would require a new motor in any case.
If you get someone in I expect they would change the motor and not mess about with brushes. An experienced repairman should be able to fit a new motor in an hour and if you outline the problems and they bring a spare motor along with them the cost to repair is likely to be of the order or £100 - £150 (say £80 callout and £50 motor).
