Is the tech did not erase or bypas the previous code? did he use to hook the cp into the computer and use a software to read the IMEI no.

with your problem, the only way is to bring the unit into a cellphone repair center to unlock the code, but you dont have to pay this technician if he did not unlock it, maybe he has no software supported to your phone to bypass code.
