No power when u plug in an turn on HP vs15 15 in.

You need thin flat blade screw driver to crack open the case, it is almost the same as VS19, more likely to havebad caps with bulging tops, see pictures here: http://s807.photobucket.com/albums/yy352/budm/HP%20VS19D/

My hp vs 15 displays vertical color stripes that alternate different colors wether its hooked up tp computer or not what is wrong, is it junk

It may sound strange but be absolutely sure the cable is plugged into the monitor. Adapter on the computer. The serial adapter on the back looks just like video. Video actually has a faintly noticeable monitor icon rigtht next to it. Plugging into a serial can eventually blow out your monitor. Also, a.badcable can do the same thing. And if you have messed up the monitor's settings you will see the same

My Hp vs 15 lcd

If you have electronics experience then you can troubleshoot it and repair it if you don't have any experience soldering electronics I would recommend attempting a repair. Most likely it is a bad capacitor I would visually inspect them.
thank you,

My computer is on but the monitor is not working.

Lok for bad caps with dome tops.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on: Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed HP monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/ Post back what you see inside so we can guide you further and it will help out other people in the future also.

MONITOR WORKS ON HEATING I have a HP vs15 lcd

When the bad caps (not completely gone but have high ESR) will start working when heated up, the ESR goes down, that is one of the trick I have been using for 30 years to locate bad caps by heting them with hair dryer.
I am surprised that 3 shops cannot find and fix the problem.
As you can see in my albums, most failure are due to bad caps. Can you poat the pictures of the board?
