Compaq FS7600 Computer not turning on
what tower? model, the monitor has nothing to do with power and dead fans in the tower.
'Sounds, (and silent to) means the PLUS in the PC is dead.
all things can be repaired, that is what technicians do.
here is the chain of events, ! to get noise (fans)
power in the wall 120vac , usa
power to the PSU,
the power button goes to the MOBO, and standby power is there
now and pushing said button the MOBO commands the PSU on
if the PSU is happy (PWROK) thinks PSU IS safe the PSU tells the PC its ok, and power stays up.
and fans run.
so my guess bad PSU, its easy to test with anyf $10 voltmeter,
ask.

Um, lets see. Does any of the buttons work? Try and find a button that will switch settings back to factory default. If not go to control panel and change the screen resolution to see if that helps in the mean time.

The CRT monitor has failed. The colour gun needs to be replaced, but I recommend saving you money for an LCD monitor. I prefer Acer, but there are lots of makes to choose from.
LCD screen is a good investment.

Hook a spare monitor to the computer, if no change! the Video Graphics Card is suspect usually built into the motherboard. But if spare shows picture, the problem lies in the HP monitor, as a last resort change the video cord from the computer to the monitor "if possible" to rule out something simple.
Why is the on off button on my monitor flashing green?
this is happaning due to no video output to the monitor , so the monitor has went in to standby/ sleep mode . check your connections and also if you have a video card installed make sure it is seated in the mother board nice and tight . i have had this issue where a drive like a dvd burner has caused loading issues with windows ... i have also had this issue where there was a clash between my processor and my motherboard all of a sudden ! just for reference i build my own computers due to all the xtra junk that comes on the new store bought computers , besides i get more for my $ when i build my own vs store computers .. may also try going in to the bios usually f10 or delete on boot and look at the bottom for default settings and this is usually f10 as well , save and restart and see if this helps ... if not get back with me with more info on your computer brand and model / operating system and ill see what i can figure out . i have a file saved that tells me what brand computer takes what key to get in the bios ..
MONTOR RESOLUTION IS WAY TO BIG . HOW DO I FIX
you can go to control panel / apperence and personalization in vista under this in the list is adjust resolution , you can also go thru the video drivers ( if you have a video card installed ) also some monitors have this setting you can change in the menu options . this should be almost if not the same as in windows7 .
How do I fix the resolution it is was to big
if you are in Xp right click on the desk top. go to Proporties, goto Settings, use the slide to adjust the screen size of the pixel resolution you want. click apply.the smaller the number the bigger the font. so an 800 x 600 is huge where as a 1920 x 1080 is small. (you can have different resolutions it doesnt matter your screen size physically)
