I've got the 203 and all i had to do was take the bat. off and give it a couple of good hits on my palm, hitting the bottom of the camera. At sounds odd, but trully works. On the 203 its an electrical issue. Before doing this, be sure to open open the tape case, and remove your memory card and, if you can, the internal bat.
it worked for me.

HOW TO FIX THE TRACKING PROBLEM IN MY PANASONIC
If the camcorder has been sitting unused for a while, there is a good possibility that the capacitors on the PCboards have started to leak. A good test of this is to turn your camcorder on, let it heat up, and then smell it (inside where the tape goes is usually the best place). If you smell fish, your caps are leaking. Once this happens, it is recommended that ALL of the caps be replaced and this repair is not cost effective to do. Another sign of bad caps is if the image in your viewfinder rolls, is wavy, or smeared in any way.
If you think that it is not a "bad cap" problem, the mechanism may just need to be cleaned by a professional. If you have a VHS-C head cleaning tape, you can try that for 5 to 10 seconds and see if it helps.

The problem can be either one of two things. It's either a faulty sensor or there is a minute amount of moisture in the camera.
What I would suggest you try , knowing full well that it sounds crazy , is to go buy a pack of rice and then to cover your camera in a container with the rice. Keep the container in a warm area of your house for about 4 days testing it every day. The rice absorbs the moisture from the air , and thus will also capture the moisture from the camera as it evaporates.
If this does not work , the problem is more probably with the sensor. If you have it repaired , ask them to completely remove the sensor and replace it with a resistor of equal resistance if possible as these create a lot of problems which are mostly false alarms. This repiar would cost anywhere between $120-$200 so you may also want to consider buying a new camera.
