Help
Often if you are having the problem you describe you need a full cleaning. Often tape head cleaners are not able to clean a clogged head.
I would take it in to a shop for cleaning.

Chewing up mini-dv tapes
These type of problems usually result from damage to the tape transport mechanism, Unfortunately they are impossible to fully diagnose without a physical examination of the mechanism.
There is not a magic tweak for this i'm afraid.
Wish i could be more help

Flashing red power light
The problem here is condensation inside the camera. I leave the camera turned off, remove the cassette tape and then point a hair drier on warm or low heat and slow speed right into the innards of the camera through the open cassette tape door. I run the hair dryer for 5 minutes and then replace the cassette. If the camera still dosen't work just wait for another 5 or 10 minutes and then it will work OK.

Won't work with tape installed
I had this same problem. At my wedding, and didn't get to record it because of it. When I got home I put a new tape in and worked fine. It was just a bad tape.
