Can I run a cable from RCA out on my amplifier to 3.5 mini external microphone socket on my Panasonic HC-V770M camcorder, so the camcorder only records what is coming out of the amplifier
You could run the cable, sure, but the recording levels may not match, or there may be other interference issues. If, as I suspect, you wish to add an audio soundtrack to your videos, the easiest way is to use some kind of audio/visual mixer, input only the video from the recorded tapes (or whatever), then feed the amp output to a separate audio channel on the mixer. This will give you the facility to adjust gain, and you can feed the combined output to your computer to crate the finished video. See you at Cannes !

As this is old technology, and now discontinued, it is highly unlikely that Win 10 drivers will be available, either now or in the future. Why not use a card reader to transfer the videos to your computer, thus avoiding the need to physically connect the camcorder.

This is now over five years old, and has doubtless been superseded by an updated model. It is highly unlikely that there will be a driver for it.
However, as it uses an SD card, all you need to do is to plug this into your computer's card reader (if your computer does not have one, they are available on Ebay), and transfer your videos thusly.
