This is a backlight problem. The picture is there but there is no light from behind the LCD screen. It could be due to faulty capacitors, which are easy to replace. It could be a faulty Inverter transformer, which is harder to fix but he backlight controller board can usually be replaced at a reasonable price. If you have soldering experience you may be able to replace the faulty capacitors - look for capacitors with bulging tops.
Repalcing the inverter board in a job for someone with electronics experience. You can buy a universal inverter board for about £15 to £20 from e-bay.
20 inch monitors can be bought for about £100 to £150 so you need to decide whether it is economical to repair.

It is not so difficult to repare if you have scills to open the monitor and scills in un-soldering/soldering electronic components, than yes it is worth it, but if you go to a shop they have a tendency to sell you another monitor since the price they charge to repare the powersupply is about the same as a new monitor
My become like horzantal lines+become not
Disconnect the Monitor from the PC, and keep it still powered on. If it displays horizontal lines, it means monitor has gone bad. If not then go to PC's BIOS, if it shows lines there then your graphics card/chipset has gone bad. Else its your graphics driver/operating system. Can try an update/reinstallation of driver.

You have bad El-condensator on secondary side of power supply.
7 year old Dell Inspiron 4150 has black screen.
This is a common problem, I don't think the LCD per say is bad. The backlight tube may be bad or the power inverter that powers it may be bad. GO to support.dell.com and search for these parts, get them both and replace them both. It is tricky as you must dissasemble your laptop lid panel.

The monitor is going bad. Either going to be a bad screen or a bad inverter. Also Since you tried it on another computer and its still giving you the same symptoms, you know the computers are fine. To be sure, try another monitor on your computer and if you get video on the new monitor then thats another way of verifying that the dell monitor is bad.

I just fixed my Dell 2000FP LCD monitor and right now using it.
The solution is very simple and easy. Do it your self if you are comfortable soldering.
Resolder the 2 transformer legs ( 9 legs each transformer), 2 oranger capitors, 2 small green capitors, 2 inductors coil legs.
Use at least 45 watts soldering iron with a pointed tip. Be careful.

transistors and capacitors . if you can it this work may be at low cost - few dollars

This is a problem that takes a skilled technician to repair both monitors and PSU's are not to be tampered with by the untrained. A second hand replacement might be a safer option.
