Monitor lost contrast
The crackling noise will be the the inverter section cooking itself.
The power board is a BenQ manufactured part and this is common to a lot of LCD's.
Inside there are several small 8 pin IC's, one or 2 of these has possibly shorted out and died.
An easy repair, if you know what you are doing. If you are not familiar with the internals of an LCD though, I suggest you take it to a repair centre. The voltages inside can kill (even when it has been turned off)
It is a dell 17 inch monitor
The logic board on the LCD panel itself goes out a lot on that unit. If you have everything but a picture then that is the problem. Rub your finger on the screen if you see light behind your finger but no picture then this is definently your problem. If there is no light then your inverter is the most likely problem.

I can't select the DVI source input on the monitor front panel
Video card in the monitor sounds to have failed. It dosn't take alot to short them out these days.
Try the analogue port (make sure everything is off when you connect it up) and then see if you get to access it from the menu.
Sometimes these monitors are a little fussy about selecting things that it didn't detect as valid when it powered up.
By powering up I mean from when you plugged power into it, not just turning it on with the power button.
It would need to be unplugged from the wall for about 5 mins to drain out the power that is stored in the main filter capacitor.
Dell monitor brand new
Slim to none and slim just left town. With a monitor of that size you might want to see how much it will be to have it serviced, it might be affordable as compared to replacement.

Side USB ports
You need to connect a USB cable from your PC to the USB port under the monitor.
It is a standard usb cable used by printers with a flat plug on one end and a squareish plug on the other.
You should also have 2 more usb ports under the screen as well. There are normally 4 on Dell screens. 2 side, 2 under, and the one square plug to connect to the PC.
Monitor control buttons not working.
More than likely the tact switches inside the unit are bad and have to be replaced. The switches are relitavley cheap $2-$3 each however doing it is another thing.
Power Save Mode Problem
under bios menu look for ACPI function and disable it. Should help same under device manager.
Blue Line
there might be problem with the input cable of monitor .... please verify the cable ... try replacing it and then check... this might solve the problem.....
