LG LCD monitor goes in power saving mode

That means theres no signal coming from the PC. either the PC is not booting up or the VGA coard is faulty.

My monitor is in power

More likely to be in shutdown tahn power saving mode. You should try it with another PC first to make sure it is not video card problem or video cable problem.
If it is the monitor, then you should read my guide so you can decide if you want to DIY repair or not.

Monitor goes on and goes right back off

Inspect the power supply DC filter caps for any one of them with bulging/leaking tops, should replace them in a set.

How to set brightness,contrast and

Hi

If you look carefully you should find the settings controls for the monitor are near the power button. There is a Menu button to enter the settings control panel and then direction keys to scroll and navigate through the options for each setting and then an Enter or the Menu key to activate changes. Menu or navigigating to Exit followed by Enter or Menu to close the Control Panel.

Experimenting a short while with the buttons will soon help you familiarize yourself with them.

W1941S - OUT RANGE 165.5kHz

Your PC video resolution is too high for the monitor to work, you need to set the PC video resolution to the native resolution: 1366 x 768 pixels native resolution (WSXGA+) at 60 Hz.

You don't need to have driver for connecting monitor to your notebook.
Connect your VGA cable of monitor to your notebook VGA connector.

Do you have a set of test lamp to find out if it is the inverter circuits is not working or the lamp assembly is bad? Do you see the screen flash on at all?

MY 19"LG FLATRON L1915S FLASHES

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/ Post back what you see inside so we can guide you further and it will help out other people in the future also.

You may have dying power supply problem due to bad DC filter caps, need in-depth troubleshooting if you have electronic repair experience and proper tool, service manual will help to have.

Monitor will not go on

Sounds like the power circuit on the monitor is bad, this is not user replaceable.
You can try letting the monitor sit for a few hours and trying again, as sometimes these monitor can overheat but this is a less likely reason for your issue.
