Samsung scl 810 ntsc 8mm Hi8 I recorded the video but when I try to play it back it just looks like white noise

Playing back in the camera u recorded or another player. Make sure its a HI8 player otherwise the head could be dirty

How do I connect my sharp camcorder model VL-E650U to my Samsung tv series 6 630 lcd tv to view the 8mm videos on my TV screen?

You will have to use AV cables and an adapter. The adapter looks like a scart cable connector, it is that shape , and it has 3 inputs one red one white and one yellow. It should fit in a spare scart socket on the tv and the cables should attach to the camcorder. Just program the video to a particular channel, you may have to consult your owners documentation to discover how this is done. Go to the channel, insert the tape and press play.
