Why does it have a blue tint?

It was possible of dead pixel, to check if there was a dead pixel go to http://jasonfarrell.com/misc/deadpixeltest.php or download dpt from http://dps.uk.com/software/dpt to test if there was really dead pixel on the monitor

Acer AL1715 17" LCD Monitor

Certain versions of the Acer AL1715 monitor had a problem with the VGA socket. Specifically, the plastic case around the socket was not wide enough. The plastic interfered with the plug and so the plug did not seat properly. I fixed several of these monitors by shaving off some of the plastic with a dremel mototool. A hand file would probably work as well. You have to remove the plastic back to do the job.

Ghosting

I know exactly what your talking about. I've seen in many times. It' happens too in CRT monitors as well as LCD. It could ALTHOUGH be as simple as a bad cable catching interference. Most likely though, it sounds like a bad LCD driver board or video board. If you have warranty, call it in. Otherwise see if it lessens with adjustments of contrast and brightness up and down. This directly affect the driver board power and can improve it enough to be tolerable again.

I have the audio cable running from the surface rt to the acer monitor and get no sound,what should i do

I would check the volume on your device to make sure it is at a medium level. Then adjust the volume on the monitor using the second and third buttons from the left on the front controls. If I remember right the monitor needs to be on for the speakers to have power. This link should help. Acer AL1715 User Manual

I have a fixed image

Well, it certainly is related. This is OSD (On Screen Display) for adjustment, activated by those pushbuttons.
Did you try to completely unplug the power cable from the monitor for a minute and then reattaching it?
One of those pushbuttons may have got stuck in a depressed position, check if all of them click properly when pressed; sweet drinks spilled and dried off can make a button stick, and sometimes the plastic itself may develop enough friction for a button to stay in a depressed position.

If all the buttons work freely, the monitor may need professional servicing.

Windows logon screen flashes for 6 minutes

After the 6 minutes, what happens? Does Windows finally load? Does it power OFF?
Let's assume Windows eventually does load. The problem wouldn't be the monitor, instead look at your boot devices. You "could" have a USB Flash drive installed on your computer and that may affect the boot process. Try removing any external USB drives from your computer and try booting again. If it does load quicker, you have to check the internal configuration / setup screens on your computer. There is a boot sequence or boot order sequence that needs to be altered.

I am unable to turn

If none of the button are working then it could mean that one of the buttons is stuck or there is an issue with the board on the monitor itself.

Unplug the monitor from power and the computer. Make sure none of the buttons are stuck down, plug only power back in to the monitor and see what it shows. Plug it back into the computer and check to see if the problem returns

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on: Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). The dark screen with faint, hard to see display is due to the failure of CCFL (Cold Cathode Florecent Lamp), which is the back light or the Inverter board, which provides high voltage to the CCFL. So, it is recommended that you get it properly checked by any professional for replacement of CCFL.

That may be caused by poor DC voltages due to failed caps (bad caps with domed tops).
Did you already try it with another PC and the video cable is OK?

MONITOR SCREEN SUDDENLY WENT OFF

It sounds like the lcd screen module itself has a problem and the only way to fix it is to replace the screen. Not usually worth fixing since replacing the part usually cost more than buying a new monitor. Sorry.
