This symbol indicates an empty or missing backup battery. The backup battery allows the camcorder to retain date, time and other settings when the main power source is removed.
The flashing symbol is not recorded by the camcorder so you can continue filming without problems.

To stop the flashing symbol remove the old backup battery and replace it with a new one, or recharge the built-in lithium battery if the camcorder has a built-in rechargeable battery.
Note: when the backup battery runs out during filming please do not remove the power supply (battery pack) before the camcorder is powered from a household power source and power adapter, or the user settings and date/time will be reset.

THe fault seems linked with a failure oof the mother board and more likely that the processor section is at fault. Two factors are to be considered before an attempt is made to do it your self.
1. You need a good knowledge of basic electronics and some experience in working with micro electronics and circuits.
2. You need proper tools and experience to open carefully and probe with a systematic approach to the various sections.

If you qualify for the above two options then you can try to remove the covers and check firstly on the power supply to the main board, check the processor, oscillations of the processor, servo control and loading section voltage and logics of the loading IC.
These indications are needed to proceed further for an inferance.

This is usually caused by a defective CCD image sensor and can be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired qualified service technician.

If you do not have a tape in the camera it will probably be a tape warning.

If the camera records video to the card it will be a low resolution compressed format not ideal for video production.
You are best to use tape if you wish to have good quality video and/or edit your footage.

This is a clear sign that the DVCam tape path needs cleaning. Use a mini DV cleaning tape 2 or 3 times and if it still does not have any effect get it to a camera store for a professional clean.
