It should onlly turn with the platen if it don't than is most likely broken not unusual

The right margin lock may be jammed try moving it to the right or look under the typewriter and see of you can see where the key levers are being stopped

May be that there is a broken tooth on the escapement or the release lever is sticking

those typewriters have a contact built into the keyboard flexible circuit it needs replaced if you can find one

Sorry but this is not a fixable problem because the parts for it are no longer made.
