I have a Kleenmaid / Speed Queen KAW393. Normal cycle won't work. Other two cycles work.

The Manual is dated June 1996, so I am guessing your machine is past the 5 year warranty period? https://kleenmaid.com.au/wp-content/uploads/2021/06/KAW393_38430_june96.pdf I would say your husband's diagnosis is sound. Ask him to check the wiring tag connections to the timer first. They may be oxidized. It is a mechanical timer driven by an electric motor with internal contacts, so he could even try spraying some switch cleaner into the timer and rotating it a few times. The 'Normal' cycles are the ones you use the most, so the contacts get worn more. There is absolutely no way I would pay $600 for a timer on an old top loader like that even $AUS to $USD is $400. They are virtual dinosaurs in these days of high efficiency front loaders. Just as big, use less water, less detergent and a fraction of the cost to heat and run. I have a Whirlpool Duet front load washer and dryer matching pair. They are about 16 years old, love them.

My 20 year old washer seems to spin intermittently. If you move the dial back around the the spin cycle it will then spin out just fine. I have checked the pump and hoses and all are clear

The pump and hoses would not cause that issue. The most likely reason is that the rotary dial and timer / contacts are failing. If you can get in behind it and spray some electrical switch cleaner into it, it might get you a few more months of service.
