The 'blades' on your washing machine? It is called an agitator. Make sure the bolt is tight. If it is it is probably the clutch. There is indeed a washer under the bolt head.

My Hisense fuzzy washing machine WTQ1602S is not spinning just give an E3 code
An E3 code is the machine detecting an issue with the machine not draining water correctly. Unplug the machine from the main power supply then remove and clean all the filters on the machine. The washine machine can reset if left unplugged for at least 15 to 20 minutes. Unplugging it first then cleaning the filters will take at least that amount of time.
Hoses are connected correctly. Only hot water. Turned hot water valve off and hot water still ran instead of cold. HELP
Backflow from convection and from expansion of water in the hot water tank is pushing heated hot water backwards, into the cold water supply line, wasting that heat. Install a backflow preventer. A quick test for that issue is to partially throttle the water entering the heater, but do not reduce it to a trickle, let the tank overheat and be damaged! If water in the outside tap is now noticeably cooler, backflow is at least one culprit. Reopen the heater valve after testing!~
My washer is doing the same. It will not agitate or spin. The door switch and fuse link are okay but no power on red/white wire.

At this point no one knows what the red/white wire goes to? If it goes from the control board to the motor controller, it would suggest the board has failed. They are expensive, so I always recommend professional diagnosis so you get warranty on the part and the repair.
If the motor was humming, not clicking, it would suggest the start/run capacitor need replacing. 'Clicking', sounds like it is a motor controller.

The 1st 2 NUMBERS in the serial number determine the week it was manufactured. Just count the weeks of the year on a calendar and this will tell you the MONTH.
The 2nd digit in the serial number determines the YEAR it was manufactured.
