The 1998-1999 Seville uses electronic HVAC (Heating, Ventilation, & Air Conditioning) controls. The dash mounted control switches talk to the BCM an PCM and they control the air door actuators within the dash. The air door actuators open and close air doors to either dial in a certain temperature or to control the direction of airflow. It sounds like your problem is related to the direction of airflow. So the doors inside the HVAC box in the dash are not moving properly to push the air out of the main front vents. The source of the problem can be in the control head, the blend door actuators, the blend doors, or one of the computers that makes it all work. The first place to start looking is actually diagnostic trouble codes (DTC's). DTC's are codes that the computer will store and save to help technicians diagnose a problem. Typically this will cause a check engine light to illuminate telling you to look into it. If no trouble codes are present, then it can still be diagnosed but it requires some work and equipment. An AC repair shop would use a scan tool to talk to the vehicle computers and command the blend doors to open or close, essentially testing each component to find the fault. Without this equipment it is pretty hard to diagnose. The most common problem is the bend door actuators, they are the little motors that open and close those blend doors. Sometimes the entire HVAC box must be removed from the dash to test or even see each part. When we do this in our shop, we usually suggest just replacing all the door actuators as it is very rare to have the entire dash taken out. Also look closely at the heater core and AC evaporator core as those are also located in the HVAC box.
