It could be the wig-wag at fault and need replacing. A loose or bad connection on batteries or drive system. Speed pot worn.

Are the batteries old? May need load testing.

how old are the batteries? I'd look for batteries on Ebay , but check connections to the battery and the charger first! Dirty or corroded batteries may prevent the charger from working properly. Is the charger good? Is the outlet it is plugged into alive?

hi, sounds like a issue with the tiller circuit board or are the batteries fully charged ? i seen this before on low voltage batteries. the tiller board etc need a minimum voltage to work around the 20+ voltage, any lower will cause the effect you describe..

It really can only be one thing. Somewhere on your scooter is a switch for the lights. Try turning it off. If that doesn't work the switch is faulty

sounds like a loose/broken wire if it takes a jarring to cause the problem. a careful inspection of the wires and connectors might be helpful.

If the brake is applied by electromagnetism, power must be supplied to the coils by either manual or electronic switching.

I suggest you investigate the circuit to discover how the power should be supplied to the brake coils and then it will be easier to trace the fault.
As a matter of not unrelated interest, it is fairly usual to arrange the wiring/switching so when power isn't being supplied to a low voltage DC motor the motor terminals are shorted. When being pushed the motor becomes a generator and the input becomes and output and so shorting that output makes the motor self-braking to some extent - this is why car windscreen wipers are able to stop almost instantly...

If by the "ball" you're referring to the type of flow gauge that works by a stream of gas pushing up a small plastic ball in a clear tube or drilled piece of clear plastic, then the ball is either stuck somehow (moisture in its tube might do that by causing some friction), or it's showing there's no flow of oxygen enriched air, meaning the concentrator itself is not working. Can you feel some air flow if you hold the outlet towards the skin on your cheek?
