The error code suggests a problem with the power module motor 1 output to the brake or a problem with the motor 1 brake. You can swap the motor leads to see whether the problem is in the module or brake.

• Determine if the battery charger is connected to the power base. When the battery charger is connected to the power base, a charger inhibit feature keeps the power chair from driving. This is indicated by the VR2/VSI speed LED(s) flashing.
• Determine if the charger harness fuse has blown. A blown charger fuse can cause the charger inhibit to activate.
• Determine if all controller connections are plugged into the power base properly. If the 3-pin charger inhibit connector is not plugged in properly, then the charger inhibit feature will activate.

it may need new seals, they get crapped up with oxidation, this stops the piston retracting and they bind on.

Your batteries are in trouble. Try this. Using an automotive battery charger that is NOT the automatic style, charge each battery individually. You don't have to remove the batteries, just disconnect the cables. It may take a day or two of charging before the regular battery charger will work. If the batteries are more than 3 years old, they most likely are dry and need replacing.
